A. Outline of the Facts A 19-year old juvenile delinquent drank alcohol in large quantities during his part-time job at a club where male companions entertain women. He finished work and left his job in a drunken state, with memory loss, and went to an apartment complex after that. He defecated by squatting down in the parking lot, went up the stairs of the apartment, and took off the clothing from the lower half of his body on the landing of the stairs. He turned the doorknob of a stranger’s apartment, and stood in front of the door with the lower half of his body exposed holding his penis in his left hand. The juvenile delinquent at the time of arrest explained to the policeman, “I was looking for my friend’s house”, “I wanted to go to the toilet”, etc. However, at the time of the interview with a Family Court probation officer, he said, “Since I was drunk, I cannot remember what I told the policeman”. He also said, “Although I get drunk and sometimes sleep a lot, this is the first time that I have exposed the lower half of my body”.
